"Making plans brings no success; making friends gives hope for the past and the present". Wuhou District, established in 1990, is located in the city of Chengdu and to the south of Jinjiang District. Nurtured by the cultural heritage of China's "Three Kingdoms" and named after the internationally famous Wuhou Shrine, it is one of five urban centers of Chengdu. The district has been recognized by the State Council as a high-tech cultural district. Wuhou covers an area of 75.36 km2 that is home to 1.26 million and has jurisdiction over 13 district offices and 83 communities or villages.

As per the Municipal Party Committee’s target to position Chengdu as a western China growth core with relative global advantage, national speed advantage and a high-end advantage in western China, Wuhou District implements in earnest the “five city-boosting strategies” and adheres to the “persistence in one direction, striving for two responsibilities, accelerating three improvements, realizing four growths” concept in order to truly pursue the establishment of a “business vantage point and hospitable Wuhou”.

Persistence in one direction: to persevere in the overall direction of taking a leadership role in development

Striving for two responsibilities: to spearhead the building of a “primary city” and to create a region that is demonstrative for a widespread modest and comfortable xiaokang society.

Accelerating three improvements: to speed up the competitiveness of industries, quality of the city and the happiness of the citizens.

Realizing four growths: to double the GDP per capita, total fiscal revenue, urban and rural residents income and value-added of service industries by 2016.

Economic Development, Industrial Optimization

In 2013 the district's GDP was RMB 69.3 billion, an increase of 7%;

total fiscal revenue was RMB 15.632 billion, an increase of 15.6%;

local public revenue was RMB 5.387 billion, an increase of 12%;

local tax revenue was RMB 3.503 billion, an increase of 13%;

total retail sales of social consumer goods was RMB 54.29 billion, an increase of 13.8%;

per capita disposable income for urban residents was RMB 33,339, an increase of 8.7%.

In recent years, Wuhou District's total revenue and local tax revenue have consistently been at the top among Chengdu's five urban centers. The overall strength of the development of the private economy has ranked first in Sichuan Province for ten consecutive years.

Based on the strategy of building a "business vantage point, livable Wuhou", the principles of high-end industry and industry improvement have been implemented to further promote industrial restructuring. Focus has been on developing a headquarters economy in three major business sectors: modern business commerce, research and development services, and emerging real estate. Creation and development of cultural and ecological features for urban leisure tourism has also been an emphasis, as has the establishment of a "three main industries, one special characteristic" modern industrial system, as apparent in the industrial structure improvement, industrial development agglomeration and industry competitiveness industrialization. The goal for 2016 is that Wuhou District will have established a headquarters economy in which three major industries and specialized industries will account for more than 80% of the district's GDP, that the development of a modern industry system will have progressed further, and that the core competitiveness of the district will be significantly enhanced by the major industries.
