Pixian, located at the center of Chuanxi Plain and the northwestern suburb of Chengdu, Sichuan, is an important portal to the world’s famous scenic spots Dujiang Weir, Mount Qingcheng, Yellow Dragon Scenic Area and Jiuzhaigou Valley pass through. It covers an area of 437.5 square kilometers, including 50 square kilometers of urban built-up area and 20,174 hectares of arable land. It consists of fourteen towns (sub-district offices), with 52 minority ethic groups such as Tibetan, Hui, Qiang and Man, and with registered population of 0.5262 million and regular resident population of 0.7706 million at the end of 2013.
Pixian used to be the capital of ancient Shu Kingdom. According to legend, Emperor Wang Du Yu secluded himself in Xishan Mountain after he abdicated and handed over the crown to his successor Emperor Cong Bie Ling, and later transformed himself into a cuckoo. The cuckoo flies back to Chengdu Plain and crows day and night every February to urge the farmers to get up early and do the spring ploughing until it spits blood which incarnadines the azalea in the mountain. People living in this region believe that the soul of Emperor Wang comes back. This is all about the legend “The Cuckoo Crying Blood”. For the reason, Pixian is called “Cuckoo City”, with its county flower being azalea and the county bird being cuckoo.
The folk arts and crafts and the folk culture of Pixian are of historic and artistic significance. Pixian pea sauce, known as the “soul of Sichuan cuisine”, enjoys good fame around the world, and the “traditional hand-made skill of Pixian pea sauce” is included into the state-level intangible cultural heritage list. “Singing Contest of Wangcong Temple” is an traditional civil singing competition held at Wangcong Temple of Pixian which is one of the infrequent singing competitions in the regions of ethnic Han; Anjing Town is the place where “Sichuan embroidery”, one of the four famous embroideries in China, originated, and the Sichuan embroidery works made in Anjing Town are full of folk and ethnic style; “Three Weavings” of Gucheng Town (bamboo weaving, palm fibre weaving and grass weaving) have wonderful workmanship and are exquisite.
Pixian is a town with a long history, splendid culture and natural ecology. According to the excavation and research results of the relics of the ancient town during 1996 to 1999, as early as 4500 years ago, ancient Shu had a high level of civilization and Chengdu Plain had already been the center of ancient civilization of upper Yangtze River at that time. About 3000 years ago, Emperor Wang (Du Yu) and Emperor Cong (Bie Ling) established the capital herein and set Pixian as the urb city. In 316 BC, after Shu kingdom was overturned by Qin, Pi city became the county under jurisdiction of Shu prefecture and was called Pixian. This is the start of the establishment of Pixian. Li Bing, the chief of Shu prefecture of Qin Dynasty established Dujiangyan Irrigation Project which irrigates Pixian first; as a result, Pixian has fertile soil and resources while the floods and droughts are well controlled. Advantaged natural environment and the industrious working of ancestors and inferiors make Pixian known as a place with rich and fertile products; Pixian is the granary of western Sichuan and the national production base of grain, oil and meat.
In recent years, Pixian has maintained a good momentum of economic and social development. The ranking of Pixian’s county economy among the county economies of the top 100 counties of China rises to the 72nd place from the 79th place; Pixian has been one of the top 10 counties of Sichuan in the economy comprehensive strength evaluation for 18 consecutive years and is listed as the construction pilot of the first batch of smart city in China. China Sichuan Cuisine Industrialization Functional Zone of Pixian is China’s largest Sichuan cuisine food industry brand incubator, production and processing base of raw and auxiliary materials and training base of professionals; the farmhouse tourism lead by Nongke Village of “the birthplace of China farm house enjoyment” is updated, and the 5th-season Mother Farm of Zhanqi successfully becomes 3A-level scenic spot; the modern agriculture is full of vigor and 8 agriculture standardization demonstration districts such as Zhanqi Modem Agricultural Park have been established while a batch of specialty industry villages such as Jinning village hotbed chives continuously develops and grows; Xipu station of Cheng Metro Line 2 has been completed and put into operation, and high-grade highways such as Chengdu-Dujiangyan City rapid railway runs through Pixian while Chengdu ring expressway, Chengdu-Dujiangyan City expressway, State Road 317, Xihua Avenue, Xiyuan Avenue and Wenjiang-Pengzhou Fast Lane extend in all directions and Pixian is the first county in Sichuan to realize Cuncuntong public transportation. The urban and rural environment quality improves day by day while the urban ecology green space, water resource protection, waterway greenway and urban forest contour line has been fundamentally established while the sewage treatment facility covers the whole region of Pixian; the supply of urban and rural utilities is abundant and 100% of the villages in Pixian are accessible by cable television and broadband. In 2013, Pixian was awarded as the top 100 county of national county economy basic competitive power, top 100 county of Chinese small-medium cities with greatest investment potential, top 100 cities of China of scientific development, pilot county of state intellectual property county reinforcing project, national agriculture overall development project county, advanced county of national scientific and technological progress, top 10 of leisure towns of China, China’s most beautiful ecological tourism attraction and the 1st prize of the city with most investment value in Sichuan; “Juan City” trademark of Pixian pea sauce is approved as “China famous brand” and Nongke Village is the only village in Sichuan winning the title of “China beautiful and livable village”.
Pixian, firmly sticking to the development orientation of “water-rich and ecological Pixian”, vigorously carries out “four projects” for improving ecological environment, industrial development, urban and rural construction and people’s livelihood, and strives to turn it into “a satellite town at the west entrance of Chengdu” with a good momentum of economic and social development. The gross regional production of Pixian in the year of 2013 was RMB 36 billion, up by 10.2% on year-on-year basis (hereinafter inclusive); the fixed investment reached RMB 30.8 billion, up by 8.6% on year-on-year basis; the local finance general budget revenue reached RMB 3.57 billion, up by 17.7 % on year-on-year basis; the urban per capita disposable income was RMB 27677, up by 11% on year-on-year basis; the rural per capita net income was RMB 14132, up by 12%.
